As per extant instructions issued vide Board’s letter of even number dated 10/8/01, the `revenue stamps’ required for stamping of receipts for payments should be procured through Post Offices/General Post Offices only. It has come to the notice of Board through `Message Board’ on IRAS website that some of the Railway Divisions are facing problems in procurement of these Stamps from the said offices.
The
matter has been examined and it is seen that the extant instructions were
issued in wake of a case of procurement of fake stamps from a private
vendor. Therefore, no change is
considered desirable in these instructions in Railway interest. However, in case of difficulty, the
Divisional Accounts Office may place indent thereof on their HQ Office for
arranging procurement and supply of the requisite number of Revenue Stamps. FA&CAOs may also take up the matter with
concerned regional authorities of Postal Department or any other State
Government authority on whose behalf the Postal Department sells the revenue
stamps, in this regard while sending a list of the P.O./G.P.Os where this
problem is being faced to this office to take up the matter with Postal
Department/Ministry of Communication at Board’s level.
