            Observations:

 

i)                    It require an increase of 30% in parcel loading for most of the important stations to achieve the same level earning of 2002-’03 in the year 2003-’04 because of the revision in parcel tariff w.e.f.1/4/03.

 

ii)                   The unusual increase in loading (125.72%) & earning (104.96%) at VZM during 2003-’04 over the previous year  can be linked to the localized upsurge in booking of  seasonal mango traffic.

                        Observations:

 

i)                    Terminal station, like Puri carries the brunt of over-carried parcel consignments meant for entroute stations.

 

ii)                   Most of the reasons, as outlined above,  for   overcarriage  of parcel consignments  can  be minimized, if monitored properly at appropriate level.

                        Observations:

 

i)                    The  unusual  earning during  the 1st quarter of  2003-’04  resulting in a positive variation of  137.56%  is attributed    to  bumper loading of   the seasonal mango in WAT division.

ii)                   In the other  three quarters, however, the increase  in loading did not result in commensurate increase of downward earnings due to revision parcel traffic implemented w.e.f. 1/4/2003 (Ref: Appendix-IV)

iii)                 Average earning per tonne has drastically fallen in ’02-03 down from Rs.1343.75  to Rs.1084.03 (19.3%)       in ’03-04 against the increase of loading by 39.46%.

                                Observations:

               

i)                    The rationalized rate structure effective from 1/4/03 and then 6/8/04 shows a paradigm shift from the commodity base to the service base tariff.

ii)                  There is lowering of tariff across the board under all classes in the revised parcel rate  implemented w.e.f. 1/4/03 and 6/8/04.

iii)                Compared to the old tariff structure (w.e.f.1/4/02), the current tariff implemented w.e.f. 6/8/04 shows decrease of:

·         10.6% under class P = CPS+ 12%

·         37.5% under class S = CPL+20%

·         23% under class S = CP 11 + 30%

 

 
 


·         28.5% under Class R = L+50%

·         49% under Class P

·         28.5% under class P = GPS + 12%

 

iv)   The rate revision is slightly upward in the new tariff (w.e.f. 6/8/04) compared to the just previous tariff (w.e.f. 1/4/03).  The increase is to the extent of 7.1% under Class R,  33.7% under Class P. There is however  no increase under Class S.
