Message dated 1.3.2004 to IRAS officers from Ms. Vijayalakshmi Viswanathan, FC(Railways).

 

            In a vast network like Railways, the channel of communication through monthly PCDOs plays a significant part in judging the field status.  It is an important barometer not only of the performance of the Railways but also the effectiveness of the finance wing.  Occasionally I would like to share some of the initiatives taken by Zonal Railways, as reported in their PCDOs.

 

            I propose to commence this exercise with the latest PCDO received from FA&CAO/Central Railway.

 

·                    Railway has reported completion of its exercise of write-back adjustment of capital at-charge of closed/abandoned steam sheds in terms of Railway Board’s directives issued in November 2003 with an adjustment of Rs.50.54 lakhs.

·                    A review in Nagpur division of rebate bills for coal revealed an over payment of Rs.57.49 lakhs, for the years 2001-02 and 2002-03 – Recovery process is on.

·                    TIAs have detected irregularities in placement and non-issue tickets which are being followed up.

·                    A drive to bring more stations under `direct remittance into banks’ yielded good results, reducing the cash handling by 25%.

 

I am sure other Railways are also tackling similar areas with vigour and verve!
