Message dated 25.3.2004 to IRAS Officers from Ms.
Vijayalakshmi Viswanathan, Financial Commissioner (Railways)
My visit
to Secunderabad on 18th
March 2004 was marked by participation in three different functions. I laid the
foundation stone for the Accounts Training Institute, aptly named as C-TARA by
popular choice, in a simple but elegant function, which was attended among
others by Shri V.S. Sastri, a senior colleague and originator of this idea way
back in 1991-92 who expressed his happiness over the progress made. The
architect’s view of the building was quite impressive with the entire
functional requirements well taken care of. This is available on IRAS website.
The buzz
words these days is AFRES and PRIME. South Central Railway launched the same
for entire Secunderabad/Hyderabad area covering both the divisions and
Headquarters. In a highly articulate presentation Sr.EDPM outlined the
customization features, net working plan and its capability for further
expansion to take add-on MIS applications.
The last function was an
acknowledgement of Finance Wing’s achievement in a frontier area for quality
improvement. Guntakal division, organized a grand and colourful function for
the presentation of ISO 9001 certificate to Sr. DFM/Guntakal, which was
obtained in a record time of 81
days, with no non-conformities. CDs
which gave details of documentation were also presented to me. Continuous
quality improvement and customer satisfaction are the basic tenets and the
division’s efforts are laudable.
As you
might have noticed the three different functions had as its focus the following
three mission areas.
v Human
resource development through appropriate training.
v Exploitation
of information technology for improving efficiency and productivity.
v Ultimate
enhancement of customer satisfaction through systemic improvement.
It gave
me immense satisfaction to be a part of these functions on a hectic day
schedule. I compliment South Central Railway for these excellent initiatives!
