D.O. No.EDFC/IRAS Times/2003 April 25, 2003
My dear ,
Sub: Participation on IRAS Times
Though the website of IRAS i.e. IRAS
Times has been operational for the last one and half years, the participation
from the officers in the way of contribution of articles on professional and
other issues as well as discussions on
the Message Boards is still not encouraging. An analysis reveals that during
the first quarter of the current calendar year, only 32 IRAS officers (less
than 7% of the total strength of the Service) have participated on the
discussions on the Message Board. In
fact, during this period there were only 8 regular participants on the Message
Board. There is little or no participation from senior officers (SAG and
above).
The website is a very useful
medium for exchange of news and views in all aspects of the functioning of the
Department. In fact, through the
discussions on the Message Board, IRAS officers all over the Railways can
highlight their problems and exchange views on possible solutions to the
various issues which they are facing.
Any improvements made in the
systems/procedures can also be sent to the WebMaster for posting on the `Best
Practices’ page so that the other Railways/Units could also benefit.
I would
advise you, therefore, to ensure that there is wider participation on the above
website, particularly on the Message Boards, by the officers on your
Railway/Unit. To encourage such participation, I have had a prize scheme
formulated and put on the website. The names of the first winners would be
announced soon. I would also like to
mention that I am going through the above website regularly and I have posted my first message there on
17th April, 2003. I would henceforth be posting my message to IRAS
officers regularly on the Message Board.
Yours sincerely,
