A number of enquiries have been received from the Officers in charge of computerization from all over Indian Railways regarding Oracle Licenses and the procedure to be followed in obtaining them.

The aim of this article is to clarify the position in this regard and to briefly outline the procedure to be followed by Officers requiring to procure Oracle software.

Railway Board has authorized Southern Railway to enter into a corporate license for Oracle 8i (Enterprise edition) and other allied tools of Oracle Software India Ltd., to adopt Oracle 8 i Enterprise edition as the common RDBMS and Developer 2000 as the common standard front end tools in respect of the following applications.

1.      All MIS related applications presently taken up on different Divisions and Railways and chargeable to the MIS project.

2.      All System development Team Applications.

Oracle has appointed M/S Tata Consultancy Service as the alliance partner for the supply of Oracle products. Southern Railway has entered into a contract with Oracle for supply of RDBMS Software 2500 users of Enterprise edition for all Indian Railways out of which  Release Order is placed for 2452 users of 8i Enterprise edition. Southern Railway has separately proposed to invoke the 25% variation clause which comes to 625 users of Enterprise edition, this proposal is under process and likely to get sanctioned shortly.

As per the contract the Indent should be for a minimum of 10 users license, which will be consolidated and placed as one release order against TCS. However we have found that often less than this number may be needed by a single office. For the benefit of such users, what we have been doing is to collect and consolidate the requirement of different departments/Officers of the Railway and place order on M/S TCS in multiples of 10’s of licenses, which are sent to the concerned Sr.EDPM of the Railway which has indented.

The Railways interested in procuring corporate license for Oracle 8i (Enterprise edition) and other allied tools may send their Indents in the format given below duly vetted by the associate finance to the SR.EDPM/S.RLY/MAS. In case the numbers required is less than 10, such proposals may be routed  through the Sr.EDPM of the railway.
