& SOLUTIONS – RAILWAY BUDGET COMPILATION SYSTEM
Problem: i)When the computer is started, the following message
appears on the screen
“Run time
error 440: Unable to make connection ORA-01033: ORACLE initialization or
shutdown is in progress”
ii) many a
times, while starting Works Program “Run time error” is displayed.
Solution: When the computer is started, some background services are started automatically in background, which take 3 to 5 minutes depending upon number of background services and speed of the computer. Oracle server is one of such background services. Wait till Oracle server is started.

Problem: A new Fund
source “Special Railway Safety Fund (SRSF)” is introduced in the Railway. How
it is incorporated in the Budget software?
Solution: Any master code can be added/modified using “Maintenance” option of the software. The steps are given below:
i) Run the Budget Software using “ADMN” as user name and “CRIS” as password.
ii) Click Maintenance option.
iii) Click “Allocations” option. An screen will be opened, showing you the currently available fund sources.
iv) Click “Add” button.
v) Fill the values in the fields as below:

vi) Click “Save” button. Allocation Code SRSF is now in incorporated in Budget Software.

Problem: Backup file (.dmp) should be automatically created, whenever program is closed.
Solution: It is recommended the user should take the backup periodically (recommended once in a day) using “Data Backup” option of the Budget software and keep the .dmp file on another machine. This will be useful in case Oracle/Windows/Hard Disk is crashed.
Automatic
backup will take backup time (2-3 minutes) unnecessarily each time, whenever
program is closed and may become a burden rather than a facility.

Problem: Budget Software should be loaded in more than one computer. In case one system is damaged, work can be continued on another computer.
Solution: The software
can be installed on any number of computers depending upon the number of
licenses of Oracle. Data can be transferred from the backup file of one
computer to other computer using “Restore” utility provided by CRIS.

Problem: How RBCS is set in multi-user mode, so that multiple users can work simultaneously on the same data.
Solution: Oracle
Database comes in 3 editions viz. Enterprise, Standard and Personal. Personal
Edition of Oracle supports access in stand alone mode i.e. it can not be
accessed through LAN (Local Area Network). The other two editions viz. Standard
and Enterprise support access of database through Network. To set RBCS in
multi-user mode, ensure the following
activities have been performed:
i) The Database Server and Client PCs are in same network.
ii) Oracle Standard or Enterprise edition has been installed on server along with Database and Listener.
iii) Oracle Client has been installed on Client PCs.
The steps to set RBCS in multi-user mode are as below:
i) Import RBCS data in Oracle Server. If it has already been done, ignore this step.
ii) Configure TNS entry with the name “Budget” on each client PCs.
iii) Install Rail Budget Compilation System on all PCs.
iv) Copy the networked version of executables on desktop of all PCs. Networked version of executables have been provided in RBCS version 2.2 CD. It may also be obtained from CRIS or Budget Directorate, Railway Board.
Additionally the following installations should be done on Client PCs in order to run RBCS smoothly
i) MS-Excel is installed on each client PCs.
ii) Printer Driver is installed on each PCs.
iii) Leap Office and Universal Narrow Fonts are installed on each PC in case of “Works Program”.

Revenue
Estimates
Problem: Cumulative total under Staff Statement gives total adding the cumulative total of previously generated demand.
Solution: The problem was rectified in Jan 2002. Use latest
executable version 2.2.

Problem: While entering Revenue Estimate data, the data could be saved only after feeding it 4 to 5 times.
Solution: if a PU is having data in any period and a blank space is entered rather than zero on any other period, all the values under the specified sub head are automatically deleted and data is not saved. This problem was rectified in Jan 2003. The program now treats blank space as zero. Use latest Executable version 2.2.

Problem: The software should incorporate the changes under minor head 700 and 800 of Demand 13.
Solution: In order to prepare August Review 2003-04, Railway Board has sent a data file (.dmp) to each Railway. The data file contains data of Revised 2002-03 and Budget 2003-04 along with the desired changes under Demand 13.

Problem: In case Railway Board introduces any new minor head, sub head or
Primary unit, what is the procedure to incorporate it in the data?
Solution: Through “Maintenance” option of the software, any master code (e.g. minor head, sub head, primary unit etc.) can be added, deleted or modified. Run the software using “ADMN” as user and “CRIS” as password. Click “Maintenance” option of the menu. It will show further various option viz. Demand, Minor head, sub head, Primary unit, Reason Code etc. Click the appropriate option. A screen will be opened displaying the available codes, which can be viewed one by one by clicking the buttons > or <. To add a new code, click “Add” button, fill the values and click “Save” button. Hindi Descriptions may be left blank.

Problem: Separate totals for Establishment & Non Establishment Primary
units under each subhead and minor head are not generated, which is required
for comparison purpose.
Solution: This is a specific requirement & will be incorporated in RBCS version 2.3, which will be released in Nov 2003.

Problem: Once the data regarding “Actual” is entered during August Review,
the same should be captured during RE/BE & FM.
Solution: For preparation of August review, data is entered Minor head-wise whereas, in case of Revised/Budget Estimates it is subhead-wise. Hence, the data entered for AR can not be utilized for RE/BE. Further, for Final Modifications, data is sent back to Railways by Railway Board, which is duly filled with “Actual”, ”Budget Grant” and “RE Fixed”. Railways have to fill in the data of FM only.

Problem: The dump file sent was of East Central Railway.
Solution: The Railways, who do not have their back up (.dmp) file, can create their data by using sample back up file (.dmp). In case of Revenue Estimates & Works Program, individual Railway’s data is sent back to respective Railways in the form of backup (.dmp) file. However, in case of “Demand 16 Estimates” & “Earnings Estimates”, user can create their base data by using sample file. Data from the sample file can be put in Oracle along with correct Railway name by using “Restore” utility provided by CRIS.

Problem: The data regarding Revised and Budget Grants is automatically
captured in the relevant fields in respect of Revenue. Such facility is not
available for Demand 16 Estimates?
Solution: Since the data entry under “Demand 16” is very less as compared to Revenue estimates, data with Revised/ Budget grant is not sent to Railways in case of Demand 16. Railways can set the stage (August Review, RE/BE or Final Modifications) and year by clicking “Change Stage” option provided under “Administration” menu of the software.

Problem: The data under Demand 16 is copy of another Railway. The original
data under Rolling Stock is not being removed through the software.
Solution: Run SQL Plus . Provide user name and Password as below:
User Name -----à dem16acct
Password -----à budget
At SQL Prompt, type following command to remove existing data under all plan-heads.
Delete from D16Plan_Alloc;
Commit;
Or type following command to remove existing data under plan-head 21 (Rolling Stock).
Delete from D16Plan_Alloc where Plan_hd=21;
Commit;

Works Program
Problem: Hindi version of the name of work is not reflected in some of the reports
Solution: Long hindi description is printed in the report. Kindly ensure that long hindi description entry is not blank for the work. The other entry “Short Hindi description” is printed in the Budget documents prepared at Railway Board.

Problem: Outlay Window creates a lot of Problem, until ceiling is updated in September.
Solution: Outlay Window gives warning message in case Outlay proposed exceeds ceiling limit. Update Ceiling limit with a tentative higher value, till actual ceilings are received. If actual ceilings are lower suitable adjustments may be made.

Problem: Plan head wise printing option under “LAW Book Printing” may be introduced.
Solution: The option will be provided in RBCS ver. 2.3 (to be released in Nov. 2003).

Problem: The title of Report “Index” shows “Figures in Lakhs”, although Figures are in thousands of rupees.
Solution: The titles for the outputs of “Index” and “Priority-wise List of Works” have been corrected.

Problem: Is it possible to enter data on independent computers and later on all can be merged in one computer.
Solution: Yes. After entering data, take backup of data on individual machines using “Data Backup” option provided in the software. To merge it on a computer (say Main Computer), run “Import Data” option provided in “Administration” menu of the software. The option asks for the Plan heads and data file name. The data of specified plan heads is copied from the data file and merged into the data of main computer. Any existing data under the specified plan heads is over-written. This is mainly used to merge “Track Renewal” data, entered on independent computer. However, data under any plan head(s) can be merged at one computer.

Frequently
Faced Problems (FFPs)
Problem: “Run Time error 440: Table or view does not exists” error comes while running the Budget Software.
Cause: Data has not been imported.
Solution: Import data through “Restore” utility.
Problem: “Can not create active-x ” while generating report.
Cause: Microsoft Excel is not installed
Solution: Install Microsoft Excel (Part of MS-Office) as the reports are generated by the system in Excel format.
Problem: “Can not setup page” error while generating error.
Cause: Printer is not installed
Solution: Install any printer and set it to default. Remember that if you install Inkjet/laser printer, the “A4 size” should be selected for the paper size while generating reports.
Problem: “Method ~of object~ failed” message while generating report.
Cause: A copy of Microsoft is already running in background.
Solution: Either kill already running Microsoft Excel through “End Task” or Re-boot the system.
Problem: Last year Book No. becomes blank, if a change is made in “Details” window.
Solution: It has been corrected in RBCS ver 2.2.
Problem: The program does not run and gives error “Can not create Active X components”
Cause: Either i) Budget Program is not installed.
Or ii) Oracle is not installed along with Oracle Objects of OLE component.
Solution: I) Install Rail Budget Compilation software.
ii) Verify Oracle installation by running SQL Plus.
iii) Verify whether the option “Oracle objects for OLE” is available under “Application development” under Oracle menu of Desktop.
Problem: Backup Data option is not running properly and back up file is not created.
Cause: Either Path is not set or Invalid file name given.
Solution: Ensure that File name and its location i.e. directory path does not contain any blank space or any special character (like comma (,), full stop (.), percent (%), hash(#),@,$,&,*() etc.).
Verify the value of PATH by typing the “PATH” command at DOS prompt.
It should contain the location of exp.exe file.
In windows 98, Value of Path is set in c:\autoexec.bat file.
In Windows 2000/NT system, the value of PATH is set through Control Panel-àSystem--àEnvironmental variable.
