Task Force for Revision of Procurement Norms

            The Cabinet has recently approved a list of Thrust Areas and Priority Items for the year 2003-04. One of the priority items approved by the Cabinet is the `Revision of procurement norms to ensure greater transparency, competition, fairness and elimination of discretion in procurement of goods and services by Government’. It has been decided with the approval of Finance Secretary to constitute a Task Force to examine the issue in detail and to make suitable recommendations for consideration of the Govt.  The composition of the Task Force is as under:-

2.                  The Terms of Reference of the Task Force will be to review the existing provisions relating to procurement of stores/services contained in General Financial Rules, DFPRs and in various Departmental manuals vis-à-vis the international procurement laws (e.g. UNCITRAL Law, WTO Agreement on procurement etc.), World Bank’s Country Procurement Assessment Report for India and the practices being followed by other Govt./international agencies; and to make suitable recommendations for revision of the existing norms to ensure greater transparency, competition, fairness and elimination of discretion in procurement of goods and services by Govt. after taking into account “best international practices”.

 

3.                  The Task Force would be serviced by National Institute of Financial Management and it will submit its report within three months of its constitution.
